Budget Politics of Pematang Siantar City After the Impeachment of the Mayor of Pematang Siantar in 2023

This research is motivated by the impeachment carried out by the Regional House of Representatives in Pematang Siantar City against the mayor. The purpose of this research is to discuss the budget allocation related to impeachment in Pematang Siantar City in 2023 with the established Regional Budget, using the theory of Budget Politics as a theoretical analysis knife. This research uses descriptive qualitative research methods, namely by using in-depth interviews and literature studies. The results of this study indicate that the impeachment process of the Mayor of Pematang Siantar by the Regional People's Representative Council requires significant costs, especially for the activities of the Inquiry Rights Committee such as summoning expert witnesses, compiling files, and hearings. Members of the committee used personal funds first before covering these costs from the activity budget at the Regional Representatives Council Secretariat. In addition, there are indications that the regular budget of the Regional People's Representative Council Secretariat is being used to support special committee activities and impeachment-related administration. The decision of the Regional People's Representative Council of Pematang Siantar City stated that the Mayor's policy regarding the appointment and dismissal of administrative officials was not based on law, and the Supreme Court rejected the petition for judicial review.
